Test and Tag Regulations Victoria

Test and Tag in Victoria follows the national AS/NZS 3760:2022 Standard - there are no seperate state-based laws. This standard outlines who can test and tag, how it should be done, and how often.

If you’re in a higher-risk industry like construction or mining, regular test and tag is mandatory. For all other workplaces, it's not a legal requirement - but it's still strongly recommended. As a business owner or employer, you have a duty of care to provide a safe working environment, and test and tag is a key part of that.

Who can Test and Tag in VIC?

You don't need to be an electrician or have an electrical background to test and tag in Victoria. 

To legally carry it out, you need to be considered a Competent Person, which simply means you've completed a nationally recognised test and tag course. Once you've passed, you'll receive a Statement of Attainment UEESS00174 - Electrical Safety Testing of Electrical Cord Connected Equipment and Cord Assemblies Skill Set. 

This also includes:

  • UEECD0007 - Apply work health and safety regulations, codes and practices in the workplace
  • UEERL0003 - Conduct in-service safety testing of electrical cord-connected equipment and cord assemblies

Only a Registered Training Organisation (RTO) can deliver this course and issue the qualification.

AS/NZS 3760 & 3012 in VIC

The AS 3760 and 3012 are the main Australian Standards used for testing and tagging in Victoria, while Worksafe Victoria are the regulatory body responsible for ensuring organisations comply. With the exception of Queensland who have slightly different requirements, Victoria and the rest of Australia are now all aligned and follow the same system for testing and tagging.

  • AS/NZS 3760 - this covers general testing and tagging of electrical equipment in the workplace
  • AS/NZS 3012 - this applies specifically to higher risk industries, such as construction, demolition, marine and mining

The Test and Tag Standard was updated in 2022 and this now replaces the previous version set in 2010. The latest edition includes a number of changes, from clearer definitions, updated guidance and general improvements.

Test and Tag Colours in VIC

If you're working in construction, demolition, or mining, you'll need to follow the RGBY system (this stands for red, green, blue and yellow). Test tag colour coding rotates each quarter and helps employers and site managers quickly confirm that tools and equipment are compliant.

If you’re not in one of these industries, you're not legally required to use any specific coloured test tags - but many businesses choose to do it anyway for better tracking and consistency.

All states now follow the same electrical tag colours nationwide, which makes compliance easier, especially if you're working across state lines.

Test & Tag Intervals in VIC

The test and tag frequency depends on the type of environment the equipment is used in. These are the recommended intervals based on the Standard:

  • Construction, demolition, and mining: every 3 months
  • Factories, workshops, and production areas: every 6 months
  • Environments with flexing cords or a high risk of damage: every 12 months
  • Low-risk areas (e.g. offices, server rooms): every 5 years
